Ms. Mangone is an experienced environmental practitioner and litigator with 20 years of government and private practice experience. She provides our clients with valuable insights into the federal and state regulatory decision-making process, knowing how to avoid permitting and compliance pitfalls and how to reach practical solutions in the face of civil enforcement actions.

Ms. Mangone represents clients in all aspects of environmental law issues, including:
  • negotiating, drafting, finalizing and complying with federal and state water, waste and air permits;

  • drafting and implementing remediation plans and compliance orders,

  • drafting, implementing, complying with and enforcing local environmental nuisance ordinances;

  • addressing potential environmental liabilities associated with the acquisition of real property during real estate transactions, Brownfield site redevelopment and loan work-out situations; and

  • civil litigation in federal and state courts involving breach of contract, access to public records, government procurement and CERCLA cost recovery claims.

Before entering private practice in 2005, Ms. Mangone served as an Assistant Attorney General for the Environmental Enforcement Section of the Arizona Attorney General’s Office and she spent 15 years as a Senior Attorney for the United States Environmental Protection Agency (EPA) in its Washington D.C. and Denver offices. At EPA, Ms. Mangone was lead counsel on various Superfund landfill and mining sites in the Rocky Mountain West and on a variety of Clean Water Act, RCRA, the Oil Pollution Act, the Clean Air Act and FIFRA administrative matters. She also served as the Team Leader for EPA Region 8’s Wetlands/Section 404 Technical Enforcement Program. Ms. Mangone served on numerous national workgroups charged with drafting EPA’s Superfund guidance documents and on Administrator Browner’s 1998 Superfund Reauthorization Team. She was a recipient of EPA’s 1995 National Superfund Team of the Year for her work on the California Gulch Superfund Site Consent Decree and is considered a national expert on lender liability and residential homeowner liability exemptions under CERCLA. In recognition of her exceptional leadership and achievement in managing EPA’s efforts regarding lender liability and in developing the CERCLA Lender Liability Rule, Ms. Mangone was awarded EPA’s Silver Medal for Superior Service in 1990.

Ms. Mangone holds a Bachelor of Arts from Boston College and a Juris Doctor from Fordham University School of Law. In addition to being admitted to the practice of law in Arizona, Ms. Mangone is admitted to practice in New York (2nd Dept.), the District of Columbia and in Colorado, where she is a past Chair of the Colorado Bar Association's Environmental Law Section. Ms. Mangone is also admitted to appear before the U.S. District Court in the Districts of Colorado and Arizona.

Ms. Mangone was elected to a 3-year term to the Arizona Bar’s Environmental and Natural Resources Law Section Executive Council in 2006. She now serves as the Program Chair for central Arizona and edits the Section Newsletter’s Superfund column. She also authored an article explaining EPA’s Brownfields “All Appropriate Inquiries” Rule for the December issue of the Arizona Bar’s monthly publication, Arizona Attorney. She has published several scholarly articles on Superfund-related topics in various environmental law journals across the country, including the Colorado Lawyer, the University of Virginia’s Environmental Law Journal, the University of Denver’s Law Review and the ABA’s Hazardous Waste Strategies Update. Ms. Mangone is also a past speaker at Phoenix Brownfields University, the Arizona chapter of the National Brownfield Association, American Bar Association, Colorado Bar Association, CLE, International Inc., Rocky Mountain Mineral Law Foundation and University of Denver programs.
